The hikari clan specialize in concentrating chakra to enhance their abilities to distinctive levels such as taijutsu to wear down the opponent and attack with high level ninjutsu to finish them off.such tactic's need a high mental state to use.There are only a few born every 50 years abnormal chakra fluxs who can use these moves with out straining their bodies. Thats why The Hikari Clan is Known as one of the most combatable clans in the world.But in the last 100 years most of the clan members are to lazy over the years and its become problematic in battle.others are getting to cocky.so that means the clan is dying off and soon they will be a forgotten clan.

Clan members are able to summon out chakra small amounts to heal fallen comrades but it takes time to heal every nick and scratch.So you have to find cover.you can't use ninjutsu you have to use taijutsu or genjutsu to buy you time.

Level 2:
Clan members ar still able to summon out chakra but are able to engulf enemies and crush the persons body.and also steals the victims chakra for their own.they are still able to boost up their speed.it takes seven to ten months to master.

Level 3:
This is the final stage for the heavens eye. clan members are able to make weapons from chakra stronger than diamonds to help in battle.they are also able fuse chakra with ninjutsu to make it three times stronger.and you are able to heal yourself faster than your regular recovery time.it will be as strong as physical,spiritual,and social bonds so you have to be friendly so it can be super strong.

this eye only focuses on ninjutsu and taijutsu.it allows the user to use vast amounts of jutsu without consuming all the chakra you should be.so you would be able to fire out jutsus with only half of the chakra used.and with taijutsu you would be able to pull of seven times the power of a regular taijutsu.but it has a draw back it strains the body if used to much it will soon lead to death.

level 2
This final stage only focuses on genjutsu,and little ninjutsu.it allows the user to use genjutsu with intense effects that fry the brain from no return,the side effect is that the user is trapped inside with the victims.it takes a lot of mental power to escape the genjutsu.it takes two years to use and it takes three year to five to master.

way too powerful in my book. I mean just the first level of the heaven's eye put you above most shinobi.

Guess i wasn't specific enough. i meant that your entire clan jutsu part needed to be looked over. Not just the one part.
